Tribal TANF Eligibility Case Manager

Under limited general supervision of the TANF Client Programs Supervisor, the TANF Eligibility Case Manager determines an assigned client’s initial and continuing eligibility for categorical assistance and program services through interactive interviewing and fact gathering. Once eligibility is determined, the TANF Eligibility-Case Manager assesses each assigned client’s specific needs for social services. In conjunction with their client, Eligibility Case Managers develop prescriptive Responsibility and Service Plans to assist the client in becoming self sufficient and independent. This may be through direct intervention, counseling, referrals or support services that enhance academic achievement, provide job training, improve basic life skills, or lead to personal growth and development. The person appointed to the Tribal TANF Eligibility Case Manager classification is an “at-will” employee.
ESSENTIAL JOB FUNCTIONS
- Interviews individual or family applicants requesting monetary assistance and/or program services; receives and processes applications in a timely manner.
- Analyzes financial and eligibility information to determine initial or continuing eligibility for categorical aid programs.
- Verifies applicant/recipient financial resources including real and personal property.
- Explains regulations, rules and policies to clients and informs them of their rights, responsibilities and eligibility for participation; assists in the completions of forms.
- Reviews applications for completeness and consistency and, as necessary, further assists applicants and recipients in obtaining additional information to resolve discrepancies or deficiencies in their declarations.
- Computes the amount of authorized benefit levels including special needs.
- Maintains accurate and up-to-date case records and files in accordance with established protocols and legal standards.
- Manages an assigned case load of TANF eligible clients, maintaining monthly contact; more frequently when circumstances warrant.
- Assesses client needs through gathering personal information pertaining to their current economic, environmental, medical and psychosocial circumstances, including their educational level, and employment history, as well as identifying potential barriers to employment.
- Develops a prescriptive Responsibility and Service Plan (RSP) designed to assist the client in overcoming identified barriers, with a goal of attaining greater client self sufficiency and independence.
- Evaluates client eligibility for ancillary support services and/or financial assistance consistent with needs identified in the RSP and authorizes there use as appropriate.
- Monitors client progress and achievement of goals identified in the RSP on a continuing basis and maintains accurate, current and complete case notes and record in accordance with established standards.
- Provides education and training to Tribal clients, individually as well in organized group sessions, on skills, techniques and behavior modifications that can enhance their ability to achieve self sufficiency and independence.

REQUIRED KNOWLEDGE AND SKILLS

- Strong computer skills including MS Office and the ability to learn and operate specialized software programs.
- Knowledge of interviewing, case management and recordkeeping.
- Ability to independently assess and evaluate case information and recommend appropriate courses of action.
- Ability to tactfully handle sensitive situations and difficult clients with confidentiality, good judgment and integrity.
- Experience in selecting, mentoring, training, motivating and providing leadership and direction to others including staff and volunteers.

- Possession of a valid and current California Driver’s License, proof of a DMV printout and a demonstrated ability to be insured under the Tribal Governments insurance coverage.
- The individual must have the ability to work with people from diverse cultures, ethnic and socio-economic backgrounds with knowledge of Native communities and possess sensitivity to Native needs.
- Incumbent must be able to respect and adhere to the most rigid and strict rules of employer/tribal member/public citizen practice of confidentiality. Violation of this major employment requirement could lead to immediate dismissal.

EDUCATION AND EXPERIENCE:
Graduate of an accredited four year college or university with bachelor’s degree in Social Welfare, Sociology, Humanics, Psychology, Business Administration, Public Administration with two years prior experience in directly related eligibility and/or case management positions.
Or: Completion of sixty (60) semester units or ninety (90) quarter units of coursework from an accredited college or university with two or more years of appropriate paid work experience gained as a Eligibility Worker or Case Manager with the Tribal TANF and a demonstrated ability to meet required levels of competency.
Or: A High School Diploma, GED Equivalency or California High School Proficiency with four (4) or more years of directly related work experience gained as a Eligibility Worker and/or Case Manager with the Tribal TANF and a demonstrated ability to meet required levels of competency.
